The water found it's way into the spark plug well because I'd been parking the car under a tree and falling leaves were blocking drains at the base of the windshield. When it rained intensely, water overflowed onto the engine. The rocker cover has a recessed area where the coil and spark plugs ate fitted - a good spot for water to collect!
