Replaced the part with a similar salvaged ECM from ebay for $26 + Toyota OBDII cable to program the VIN into the unit. Taking the risk that the problem will occur again. Otherwise, replacing it using with a new part as recommended by the service bulletin would have cost $600 - $800.
