I was changing the bulbs when I broke the tab that holds the spring that holds the bulb. Yes it was my fault, however I think prospective Outback owners should be aware. It is ridiculously easy to incur a $300+ ($700 if you get a factory replacement and have the work done at the shop) repair just changing the freaking bulb. If you break the tab then the whole assembly needs to be replaced, and replacing it involves disassembling the bumper.
