noise when backing up into a turn

my car makes a loud scraping sound when i back up into a turn. Example:when getting out of a parking space in a parking lot.i back up into a turn Left or right.The mechanic told me my tire was scraping the fender,but i find this hard to believe.I mean no car manufacturer designs a fender like that..i cant believe this.Does anyone have this problem,and can it be fixed?..thank you
