Likely "rail dust" aka tiny pieces of rusting metal in the clear coat. Should be able to use a nail and feel a raised bump that can be removed. Any detail shop will be able to buff them out and put a layer or protection on your vehicle. Typically in the midwest you see it from snow plow trucks leaving bits of blade on the road and your vehicle kicks it up or if you park near any trains or subway lines you will see it.
