Inspection shows rear passenger brake rotors with surface corrosion and no shiny areas unlike the other brake rotors. In addition, rotor itself was warm to touch. Internet search suggested seized calipers, confirmed by mechanic who recommended changing both calipers, replace rotors and pads, and dressing and replace brake fluid which he suggested might have been contaminated when water and cause of the problem.
