Toyota Corrolla or Toyota Camry. Lots of them around and should fit your price range. Stick with 4 cylinder engines on the Camry. Make sure the timing belt and water pump have been replaced if over 120K miles.

Be sure to check insurance rates for cars under consideration with your insurance company. Some companies rate different cars differently. Rates are often higher for small cars, perhaps because they're more often driven by young drivers.

It could be hard to find a decent Honda or Toyota for $3,500 unless you get one that is quite old.

If you look hard you might be able to find a 2008 Ford Focus at that price. It's easier to find a 2006-2007, but those aren't as reliable.
